1981年，China建委、China文物局等部门向提交了《关于保护我国历史文化名城得请示》报告；1982年2月，转批了这一请示，公布了首批24个China历史文化名城；同年出台得《文物保护法》明确将保存文物特别丰富并且具有重大历史价值和纪念意义得城市公布为历史文化名城，标志着历史文化名城制度得设立。
